Glad you are OK and it didn't go tragic for you. We can replace your shorts, the tire, and repair that inner fender.
You should check the rest of the tires. If they are older than five years old they should be replaced. There is a date code on the tire and if you don't know how to find it or read it, any tire shop should be able to read it for you.

Not defending alcohol, but I have done some really stupid stuff while sober too.
